ന്യൂഡൽഹി, സെപ്റ്റംബർ 17: 15 വയസ്സിന് താഴെയുള്ള കുട്ടികൾക്ക് അനുവദിക്കുന്ന സാധാരണ ഇന്ത്യൻ പാസ്‌പോർട്ടുകളുടെ സാധുത സംബന്ധിച്ച് പുതിയ നിയമം നിലവിൽ വന്നു. ഇനി കുട്ടികളുടെ 36 പേജുള്ള സാധാരണ പാസ്‌പോർട്ടിന് അഞ്ച് വർഷമോ കുട്ടിക്ക് 18 വയസ്സ് തികയുന്നതുവരെയോ, ഇതിൽ ഏതാണ് ആദ്യം സംഭവിക്കുന്നത് അതുവരെ സാധുത ഉണ്ടായിരിക്കും.

വിദേശകാര്യ മന്ത്രാലയം (MEA) പുറത്തിറക്കിയ പാസ്പോർട്ട് ഭേദഗതി നിയമം 2026 പ്രകാരമാണ് മാറ്റം. സെപ്റ്റംബർ 17-ന് ഗസറ്റ് ഓഫ് ഇന്ത്യയിൽ പ്രസിദ്ധീകരിച്ച വിജ്ഞാപനത്തിലൂടെയാണ് 1980ലെ പാസ്‌പോർട്ട് ചട്ടങ്ങളിൽ ഭേദഗതി വരുത്തിയത്.

ഭേദഗതി ചെയ്ത റൂൾ 12(1A) പ്രകാരം 15 വയസ്സിന് താഴെയുള്ള കുട്ടിക്ക് നൽകുന്ന 36 പേജുള്ള സാധാരണ പാസ്‌പോർട്ട് ഇഷ്യു ചെയ്ത തീയതി മുതൽ അഞ്ച് വർഷം വരെ സാധുവായിരിക്കും. എന്നാൽ അതിനുമുമ്പ് കുട്ടിക്ക് 18 വയസ്സ് തികയുകയാണെങ്കിൽ പാസ്‌പോർട്ടിന്റെ സാധുത അതോടെ അവസാനിക്കും.

പാസ്‌പോർട്ട് അപേക്ഷാ ഫീസ് സംബന്ധിച്ച റൂൾ 8-ലും ഭേദഗതി വരുത്തിയിട്ടുണ്ട്. പുതിയ ഭേദഗതികൾ ഗസറ്റിൽ പ്രസിദ്ധീകരിച്ച തീയതി മുതൽ പ്രാബല്യത്തിൽ വന്നു.

അതേസമയം, പാസ്‌പോർട്ട് സേവനങ്ങളുടെ ഫീസ് ജൂലൈ 1 മുതൽ വർധിപ്പിച്ചിരുന്നു. പുതിയ പാസ്‌പോർട്ട്, പുതുക്കൽ, തത്കാൽ സേവനം, നഷ്ടപ്പെട്ടതോ കേടായതോ ആയ പാസ്‌പോർട്ടിന്റെ പകരം നൽകൽ, പോലീസ് ക്ലിയറൻസ് സർട്ടിഫിക്കറ്റ് (പിസിസി) തുടങ്ങിയ സേവനങ്ങൾക്കാണ് വർധിച്ച നിരക്ക് ബാധകമായത്.

എട്ട് വയസ്സിന് താഴെയുള്ള കുട്ടികൾക്കും 60 വയസ്സിന് മുകളിലുള്ള മുതിർന്ന പൗരന്മാർക്കും പുതിയ പാസ്‌പോർട്ട് അപേക്ഷകളിൽ 10 ശതമാനം ഇളവ് തുടരും. എന്നാൽ പാസ്‌പോർട്ട് റീ-ഇഷ്യു അപേക്ഷകൾക്ക് ഈ ഇളവ് ബാധകമല്ല.

36 പേജുള്ള മുതിർന്നവരുടെ സാധാരണ പുതിയ പാസ്‌പോർട്ടിനും പുതുക്കലിനുമുള്ള ഫീസ് ₹1,500ൽ നിന്ന് ₹2,500 ആയി ഉയർത്തിയിട്ടുണ്ട്. 60 പേജുള്ള പാസ്‌പോർട്ടിന്റെ ഫീസ് ₹2,000ൽ നിന്ന് ₹3,500 ആയി.

36 പേജുള്ള മുതിർന്നവരുടെ തത്കാൽ പാസ്‌പോർട്ടിന്റെ ഫീസ് ₹3,500ൽ നിന്ന് ₹5,000 ആയും 60 പേജുള്ളതിന്റേത് ₹4,000ൽ നിന്ന് ₹6,000 ആയും വർധിച്ചു. 60 പേജുള്ള മുതിർന്നവരുടെ തത്കാൽ വിഭാഗത്തിലെ പകരം പാസ്‌പോർട്ടിനുള്ള ഫീസ് ₹5,500ൽ നിന്ന് ₹8,500 ആയി ഉയർന്നു.

18 വയസ്സിന് താഴെയുള്ള കുട്ടികളുടെ 36 പേജുള്ള സാധാരണ പുതിയതോ റീ-ഇഷ്യു ചെയ്യുന്നതോ ആയ പാസ്‌പോർട്ടിന്റെ ഫീസ് ₹1,000ൽ നിന്ന് ₹1,750 ആയി ഉയർത്തി.

തത്കാൽ വിഭാഗത്തിൽ ഇതേ പാസ്‌പോർട്ടിന്റെ ഫീസ് ₹3,000ൽ നിന്ന് ₹4,250 ആയി വർധിപ്പിച്ചിട്ടുണ്ട്.

കുട്ടികളുടെ പാസ്‌പോർട്ടിന്റെ സാധുത സംബന്ധിച്ച പുതിയ വ്യവസ്ഥയും പുതുക്കിയ ഫീസ് നിരക്കുകളും രക്ഷിതാക്കൾ അപേക്ഷ സമർപ്പിക്കുന്നതിന് മുമ്പ് ശ്രദ്ധിക്കേണ്ട പ്രധാന മാറ്റങ്ങളാണ്.

Child passport to be valid for 5 years as new MEA rules kick in New Delhi, Sep 17 (IANS) 

Ordinary Indian passports issued to children below 15 years of age will now be valid for five years or until the child turns 18, whichever is earlier, under the new rules notified by the Ministry of External Affairs (MEA). 

The Passports (Amendment) Rules, 2026, published in the Gazette of India on September 17, amend the Passports Rules, 1980. Under the amended Rule 12(1A), a 36-page ordinary passport issued to a child under 15 will remain in force for a period of five years from the date of issue, or until the child attains the age of 18, whichever comes first. The notification, dated September 15, also revised Rule 8 governing passport application fees, stating that the fee payable for each category of application will be as specified in Schedule IV of the rules. The amended rules come into force from the date of their publication in the Official Gazette. 

The Ministry of External Affairs had raised charges for passport-related services with effect from July 1. The increased fee structure is applicable for fresh passport applications, renewals, Tatkaal services, replacement of lost or damaged passports, police clearance certificates (PCC), and other passport-linked services. A 10 per cent discount on fresh passport applications continues for children below eight years of age and senior citizens above 60 years. However, the discount will not apply to passport reissue applications. In the case of adults, the charges on a normal application for a fresh 36-page passport or renewal have been raised from the existing fee of Rs 1,500 to Rs 2,500. For a 60-page passport (adult, normal), the fee has been increased from Rs 2,000 to Rs 3,500. For a 36-page adult passport under the Tatkaal scheme, the fee has been raised from Rs 3,500 to Rs 5,000, while for a 60-page passport in the category, the fee has gone up from Rs 4,000 to Rs 6,000. 

For a 60-page adult passport replacement in the Tatkaal category, the fee has been raised from Rs 5,500 to Rs 8,500. Passport services for children below 18 years have also become costlier. In the case of a 36-page fresh or reissue passport for minors (normal), the fee has been raised from Rs 1,000 to Rs 1,750. In the case of a 36-page fresh or reissue passport for minors in the Tatkaal category, the fee has been increased from Rs 3,000 to Rs 4,250. --IANS sps/vd
