വാഷിംഗ്ടണ്‍: അമേരിക്കന്‍ പ്രസിഡന്റ് ഡൊണള്‍ഡ് ട്രമ്പ് അമേരിക്കന്‍ അതിര്‍ത്തിയില്‍ അടിയന്തിരാവസ്ഥ പ്രഖ്യാപിച്ചു. മൂന്ന് നാല് മാസങ്ങള്‍ക്ക് മുമ്പ് ഭരണസ്തംഭനം ഏര്‍പ്പെടുത്താന്‍ താന്‍ മടിക്കുകയില്ല എന്ന് പറഞ്ഞത് പോലെ രണ്ട് മാസം മുമ്പ് ഭരണസ്തംഭനം നടപ്പിലാക്കി. അടിയന്തിരാവസ്ഥ പ്രഖ്യാപിക്കും എന്ന് ആഴ്ചകളായി  ഭീഷണിപ്പെടുത്തുകയായിരുന്നു. ദിവസഹ്ങള്‍ക്ക് മുമ്പ് നടത്തിയ സ്റ്റേറ്റ് ഓഫ് ദ യൂണിയന്‍ പ്രഭാഷണത്തില്‍ അടിയന്തിരാവസ്ഥ പ്രഖ്യാപനം ഉണ്ടാവുമെന്ന് പലരും പ്രതീക്ഷിച്ചു. അതുണ്ടായില്ല. പകരം മയപ്പെടുത്തിയ, നയതന്ത്രപരമായ സമീപനമാണ് ഉണ്ടായത്. ട്രമ്പ് നീണ്ടവാരാന്ത്യത്തിന് ഫ്‌ളോറിഡയിലെ തന്റെ മാരേ ലാഗോ എസ്‌റ്റേറ്റിലേയ്ക്ക് പോകുകയാണ്. മടങ്ങി വന്ന് ഓവല്‍ ഓഫീസിലെത്തി അടിയന്തിരാവസ്ഥ ഉത്തരവില്‍ ഒപ്പ് വയ്ക്കുമെന്നാണ്. അതിന് മുമ്പ് വേണമെങ്കിലും ഒപ്പ് വച്ചേയ്ക്കാം.

അമേരിക്കയുടെ മെക്‌സിക്കന്‍ അതിര്‍ത്തിയില്‍ മതില്‍ പണിയാന്‍ പ്രസിഡന്റ് നടത്തിയ 5.7 ബില്യണ്‍ ഡോളറിന്റെ ധനാഭ്യര്‍ത്ഥന അമേരിക്കന്‍ കോണ്‍ഗ്രസ് നിരസിച്ചതാണ് ട്രമ്പിനെ പ്രകോപിതനാക്കിയത്. അടിയന്തിരാവസ്ഥ പ്രഖ്യാപിക്കും എന്ന് ട്രമ്പ് ഭീഷണിപ്പെടുത്തിയപ്പോള്‍ മുതല്‍ ഡെമോക്രാറ്റിക് നേതാക്കളായ സ്പീക്കര്‍ നാന്‍സി പെലോസിയും ന്യൂനപക്ഷ സെനറ്റ് നേതാവ് ചക്ക് ഷൂമറും അതിനെതിരെ പ്രതികരിച്ച് വരികയായിരുന്നു. അടിയന്തിരാവസ്ഥ പ്രഖ്യാപനത്തിന് ശേഷം ഇരുവരും ചേര്‍ന്ന് പുറപ്പെടുവിച്ച പ്രസ്താവനയില്‍ ഭരണഘടനയ്ക്ക് എതിരായി അതിര്‍ത്തിയില്‍ ട്രമ്പ് അവകാശപ്പെടുന്നത് പോലെ ഒരു പ്രതിസന്ധിയില്ല എന്ന് പറഞ്ഞു. അത്യാവശ്യമായ പ്രതിരോധ ഫണ്ടുകളില്‍ നിന്ന് 'മോഷ്ടിച്ച്' വകമാറ്റി ചെലവഴിക്കുവാന്‍ പാടില്ല. ഇതു പ്രസിഡന്റിന്റെ അധികാരം പിടിച്ചെടുക്കലും നിയമത്തിന്റെ അതിരുകള്‍ ലംഘിച്ച് ഭരണഘടനാപരമായ നിയമനടപടികളിലൂടെ നേടാനാവാത്തത് നേടാനുള്ള ശ്രമവുമാണ്. പ്രസിഡന്റ് നിയമത്തിന് മുകളിലല്ല. കോണ്‍ഗ്രസ് പ്രസിഡന്റ് ഭരണഘടന കീറിമുറിച്ച് നശിപ്പിക്കുവാന്‍ അനുവദിക്കുകയില്ല. ലഭ്യമായ എല്ലാ പ്രതിവിധികളും ഞങ്ങള്‍ തേടും. റിപ്പബ്ലിക്കന്‍ പാര്‍ട്ടിയിലെ നിയമനിര്‍മ്മാണ സഭാംഗങ്ങള്‍ ഞങ്ങളോടൊപ്പം ചേരണമെന്ന് അഭ്യര്‍ത്ഥിക്കുന്നു. പ്രസ്താവന തുടര്‍ന്ന് പറഞ്ഞു.

അടിയന്തിരാവസ്ഥ പ്രഖ്യാപിച്ച പ്രസ്താവന ഇങ്ങനെ ആയിരുന്നു: നമ്മുടെ ദക്ഷിണ അതിര്‍ത്തിയിലെ പ്രതിസന്ധി ഒഴിവാക്കാന്‍ എടുക്കുന്ന തീരുമാനമാണ്. ഇതൊരു ആക്രമണമാണ്. മയക്ക്മരുന്നുകളും കുറ്റവാളികളും നമ്മുടെ രാജ്യത്തിലേയ്ക്ക് കടന്നുകയറാന്‍ നടത്തുന്ന ആക്രമണം.

രണ്ടു മാസം കോണ്‍ഗ്രസിനെ സമ്മര്‍ദ്ദത്തിലാക്കാന്‍ നടത്തിയ ഭരണസ്തംഭനം പരാജയമായിരുന്നു എന്ന് സമ്മതിച്ചില്ല. എന്നാല്‍ മുന്‍ സ്പീക്കര്‍ റിപ്പബ്ലിക്കന്‍ പോള്‍ ഡിറയാന്‍ റിപ്പബ്ലിക്കനുകള്‍ ജനപ്രതിനിധി സഭ ഭരിച്ചിരുന്നപ്പോള്‍ മതിലിന് ആവശ്യമായ ധനം ലഭ്യമാക്കുന്നതില്‍ പരാജയപ്പെട്ടു എന്ന് റയാന്റെ പേരെടുത്ത് പറയാതെ വിമര്‍ശിച്ചു.
സെനറ്റിലും പ്രതിനിധി സഭയിലും അടിയന്തിരാവസ്ഥ പ്രഖ്യാപനം ചര്‍ച്ച ചെയ്യപ്പെടും. കോണ്‍ഗ്രസംഗങ്ങളായ ഡെമോക്രാറ്റുകളോ 'വിശാല മനസ്‌ക' വാദ സംഘങ്ങളോ പ്രശ്‌നം കോടതിയില്‍ എത്തിക്കും. അവര്‍ നയന്‍ത് സര്‍ക്യൂട്ട് കോടതിയില്‍  കേസ് കൊടുക്കും. നമുക്കെതിരായ വിധി ഉണ്ടാകും. വീണ്ടും മറ്റൊരു കോടതി നമുക്കെതിരായി വിധിക്കും. ഒടുവില്‍ സുപ്രീം കോടതിയിലെത്തും. അവിടെ നമ്മള്‍ വിജയിക്കും, ട്രമ്പ് പറഞ്ഞു.
ഇപ്പോള്‍ സുപ്രീം കോടതിയില്‍ യാഥാസ്ഥിതികരായി അറിയപ്പെടുന്ന അഞ്ച് ജഡ്ജിമാരുണ്ട്. മറുപക്ഷത്ത് നാല് ജഡ്ജിമാരും. എന്നാല്‍ പ്രസിഡന്റുമാര്‍ക്കെതിരെ സമീപകാലത്ത് യു.എസ്. സുപ്രീം കോടതി വിധികള്‍ ഉണ്ടായിട്ടുണ്ട്.

1970 കളില്‍ പാസായ ഒരു നിയമത്തിനുശേഷം യു.എസ്. പ്രസിഡന്റുമാര്‍ ഏതാണ്ട് 60 തവണ അടിയന്തിരാവസ്ഥ പ്രഖ്യാപിച്ചിട്ടുണ്ട്. ഇവയില്‍ 31 എണ്ണം ഇപ്പോഴും നിലവിലുണ്ട്. പക്ഷെ ഭൂരിപക്ഷവും അന്താരാഷ്ട്ര പ്രതിസന്ധി സ്വത്തുക്കള്‍ മരവിപ്പിക്കല്‍, വാണിജ്യ ബന്ധ നിരോധനം, ദേശ വിരോധികളെ സംബന്ധിക്കുന്നത് കോണ്‍ഗ്രസിന്റെ അനുവാദം ഇല്ലാതെ വിദേശത്തേയ്ക്ക് പണം അയയ്ക്കുന്നത് എന്നിവ സംബന്ധിച്ചുള്ളവയാണ്.

1990 ല്‍ പ്രസിഡന്റ് ജോര്‍ജ് എച്ച് ഡബ്ല്യൂ ബുഷ് പേര്‍ഷ്യന്‍ ഗള്‍ഫ് യുദ്ധത്തിന് മുമ്പും 2001 ല്‍ ന്യൂയോര്‍ക്കില്‍ ഉണ്ടായ തീവ്രവാദി ആക്രണത്തിന് ശേഷം പ്രസിഡന്റ് ജോര്‍ജ് ഡബ്ലിയൂ ബുഷും  അടിയന്തിരാവസ്ഥ പ്രഖ്യാപിച്ചു. ഈ രണ്ട് സന്ദര്‍ഭങ്ങളിലും പുതിയതായി ഉണ്ടായ സാഹചര്യത്തെ നേരിടാനാണ് പ്രഖ്യാപനം ഉണ്ടായത്. എന്നാല്‍ ഇപ്പോള്‍ വര്‍ഷങ്ങളായി നിലനില്‍ക്കുന്ന ഒരു പ്രശ്‌നത്തെ നേരിടാനാണ് അടിയന്തിരാവസ്ഥ പ്രഖ്യാപനം ഉണ്ടായിരിക്കുന്നത്. കഴിഞ്ഞ ആഴ്ച കോണ്‍ഗ്രസ് പാസാക്കിയ സ്‌പെന്‍ഡിംഗ് പാക്കേജില്‍ ട്രമ്പ്  ആവശ്യപ്പെട്ട 5.7 ബില്യന്‍ ധനാഭ്യര്‍ത്ഥനയിലെ ഇനങ്ങള്‍ ഒന്നും ഉണ്ടായിരുന്നില്ല. 234 മൈല്‍ ദൈര്‍ഘ്യമുള്ള സ്റ്റീല്‍ മതില്‍ നിര്‍മ്മാണത്തിനുള്ള ധനാഭ്യര്‍ത്ഥനയാണ് ട്രമ്പ് നടത്തിയത്. കോണ്‍ഗ്രസ് പാസാക്കിയ പാക്കേജില്‍ ഏകദേശം 55 മൈല്‍ ഫെന്‍സ് നിര്‍മ്മാണത്തിന് 1.375 ബില്യണ്‍ ഡോളര്‍ മാത്രമാണ് ഉള്ളത്. ട്രമ്പ് ഭരണസ്തംഭനം വീണ്ടും ഉണ്ടാകാതിരിക്കുവാന്‍ ഇതില്‍ ഒപ്പ് വയ്ക്കുകയാണെന്ന് പറയുകയും ഒപ്പ് വയ്ക്കകയും ചെയ്തു.

സെനറ്റ് ഭൂരിപക്ഷ നേതാവ് റിപ്പബ്ലിക്കന്‍ മിച്ച് മക്കൊണല്‍ പ്രസിഡന്റിനോട് അടിയന്തിരാവസ്ഥ പ്രഖ്യാപിക്കരുതെന്നും എന്നാല്‍ പ്രഖ്യാപിച്ചാല്‍ തന്റെ സ്വന്തം അഭിപ്രായം മറികടന്ന് അതിനെ പിന്താങ്ങുമെന്നും പറഞ്ഞിരുന്നു.

Alec Baldwin's President Trump returned to NBC's "Saturday Night Live" after a few weeks away to declare a national emergency and explain why the country needs a wall on its southern border.

"I'm here to declare a very urgent, important national emergency," Baldwin as the President said. "This is a big one, so I don't want to waste any time, but first I'd like to blow my own horn."
Baldwin's Trump then said he'd just had a great health examination and was 6 feet, 7 inches tall, 185 pounds and "shredded." He then broke down why the country desperately needs the border wall.
"We need wall because wall works," he said. "Wall make safe. You don't have to be smart to understand that. In fact, it's even easier if you're not."
The faux president explained that declaring the emergency would likely lead to a challenge in court.
"I'm going to sign these papers for the emergency then I'll immediately be sued, then the court won't rule in my favor, then it'll go to the Supreme Court, then I'll call my buddy [Brett] Kavanaugh, then I'll say it's time to repay the Donny, then he'll say 'new phone, who this?'"
Baldwin's Trump said the process would finally end his "personal hell" of being president.
As the speech went on, and Baldwin's Trump kept rambling before taking questions from reporters, he explained that he told "Putin to just give the job to Hillary instead." But he didn't back down from the big national emergency.
"In conclusion, this is a total emergency, a five alarm blaze, which means I have to go to Mar-a-Lago and play some golf," he said.
Baldwin's Trump then said the show's signature catch phrase, "Live from New York ... it's Saturday night."

Alec Baldwin, the actor who plays President Trump on "SNL," is responding to the president's latest shot at the show.

Baldwin is asking if Trump's tweet "constitutes a threat" to his family's safety.
On Saturday night Baldwin reprised his Trump impersonation for an "SNL" skit that recreated the president's Friday morning speech about the border, the budget, and assorted other subjects.
By "SNL" standards, it was par for the course. But Trump — who has fired back at the show numerous times in the past — fired up his Twitter account again on Sunday morning.
Trump called "SNL" unfunny and unfair, indicating that he probably saw at least parts of the episode from the night before.
